The NCAA passed a new bylaw that will allow athletes in basketball, football, and ice hockey to transfer without sitting out a year if they have finished their degree.
This probably won't have a huge affect on college sports, since it's not that often that players graduate early. Most likely it would only be for a year. It could create the opportunity for a good player from one of the smaller schools to transfer to a major conference and get a little more exposure in their senior year though.

I think it may work the opposite way with a big school kid transferring to a small school for playing time (especially if a red shirt year was involved and graduation was made more possible with the extra year of eligibility) ND in football is in the process of having a player transfer to Temple (he was not likely to be given a 5th year of eligibility by the staff anyways)
